all u have to do is in the lakefront by the hotles and stuff like that i think after u beat the fourth gym leader and once ur at the lakefront youll have to do some stuff but after u do go to cynthia(otherwise known as the elite four champ) and she will give a potion(not like reagular potions tho) and then u will go to the to the pokemon and then use the potion on them.And viola! the move! now u can go to that town u wanted to go to
